Social Care Debate

The consultation on the Green Paper Shaping the Future of Care Together has now closed.

The Government will now consider the responses and is expected to produce specific proposals next year.

The Stroke Association response:

We welcome the publication of the Green Paper and the recognition by the Government that major reforms are required to the delivery and funding of care and support.

We welcome the higher profile that is being given to social care and hope that this will continue. We welcome the idea of a National Care Service.

We also support the emphasis on early intervention, re-ablement and prevention and the focus on supporting people to lead independent lives.

We believe the current system to be inadequate, underfunded, unfair and unable to deliver the quality of care that is required. Sufficient funding must be made available not just to cope with the increasing demand for these services but also to improve on the level and quality of the service provided.

While welcoming the principles behind the proposed National Care Service we have not felt able to give our support to any of the specific funding proposals outlined in the Green Paper.

We felt we had insufficient information on how stroke survivors would be affected, particularly those of working age. However we have registered our concern about the incorporation of Attendance Allowance into the new system.

Latest developments.

On 25 November 2009 the Government published the Personal Care at Home Bill which it claims will help around 400,000 people with the highest care needs.

It guarantees free personal care for 280,000 people - including those with serious dementia or Parkinson's disease - and will also help around 130,000 people who need home care for the first time to regain their independence.
